Read this correctly: The score indicates the extent of the public evidence mapped; it does not measure absolute quality, impact or political commitment. Adherence measures proximity to the scenario you configured; indicators without evidence do not receive a score of zero — they stay out of the denominator and appear in the evidence coverage.
